2 - PART 2A: Aquatic Resource Permitting – The Overview

Anyone can apply for a permit for impacts on streams and wetlands. But that doesn't mean it's easy or well-understood. This workshop series will go through the various authorization types issued by the Corps, SWRCB/RWQCBs, and CDFW and the overall permitting process through each agency in California (emphasis on Southern California). These workshops are recommended for participants of Series 1: Introduction to Aquatic Resource Regulations and/or those with basic knowledge of aquatic resource permitting regulations (i.e., at a minimum, Sections 404 and 401 of the Clean Water Act, Porter-Cologne Water Quality Control Act, and California Fish and Game Code §1602) and aquatic resource field delineations.

WORKSHOP OBJECTIVES:

Recognize what triggers the need for authorization through the Corps, SWRCB/RWQCBs, and/or CDFW 
Understand the following authorization types issued by the Corps, SWRCB/RWQCBs, and/or CDFW and associated permitting processes:
  1. Corps General Permits (e.g., 2017 and 2021 Nationwide Permits) and Standard Individual Permits 
  2. SWRCB/RWQCB 401 Certifications, Waste Discharge Requirements (WDR), and General Orders
  3. CDFW Lake and Streambed Alteration Agreements
Develop a basic understanding of what information the Corps, SWRCB/RWQCB, and CDFW require for a complete application, including when the Corps and/or the SWRCB/RWQCB will require an alternatives analysis.
